Bob Peckar moderated the luncheon program which featured an in depth and revealing panel discussion about the nation's minority business enterprise (MBE) programs over the past fifty years with Professor Thomas " Danny" Boston of Georgia Tech, Hilton Smith who is Senior Vice President for Corporate and National Community Affairs at Turner Construction Company and Jeffrey Smalls who is president of Smalls Electrical Contractors in New York. The programs was hailed by one attendee as "courageous and righteous".

Howard Rosen spoke on the topic of modernizing public construction procurement, on November 20, as part of a panel discussion at the 2d Annual Program - Building in the 21st Century: Better, Cheaper, Faster and Sustainable, at the Albany Law School, sponsored by the AIA New York State, the New York City Bar Association and Albany Law School.
