Olivier Larzul is Special Infrastructure Counsel at Peckar & Abramson’s New York office, where he represents a wide range of construction, engineering, and energy industry professionals in both the public and private sectors. With over twenty years of experience handling international engineering and construction and project financing transactions, Olivier offers his clients a wealth of industry insight. He frequently advises clients involved in major infrastructure projects around the world, and oversees high-profile infrastructure bids, contract negotiations, acquisitions, as well as litigation and corporate compliance matters.

Bio
Formerly based in Paris, Olivier has represented an impressive range of international clients in both the public and private sectors. Prior to joining Peckar & Abramson, he served as lead counsel for a mass transit engineering company, an industrial gas group, a global infrastructure contractor, and a lead water and waste management group, where he directly handled numerous engineering & construction contracts, acquisitions, and project financing transactions for transportation infrastructure and energy sectors worldwide. Olivier also offers considerable public-private partnership (P3) experience, having successfully overseen multiple P3 bids and projects in Europe, North America, Africa, Asia and Australia, including tunnels, ports, LNG terminals, and uranium processing and power plants.
Olivier provides his clients with guidance on ethical and compliance matters, and has successfully implemented comprehensive corporate compliance programs. He has considerable experience determining contractual and commercial risk, and has negotiated project, joint venture, advisory, financing, operation, and construction contracts for EPC/P3/concession projects in the energy, transportation, oil & gas, aerospace, and defense sectors.
Olivier is admitted to practice in the State of New York. He received his law degree in public business affairs from Paris Sud University School of Law & Paris-Dauphine University, and his M.A. in U.S. Legal Studies from the University of Connecticut School of Law. He is fluent in both French and English, and has working knowledge of German.
