Mr. Matheny’s presentation, “Pay it Forward: Social Programs, Preferences, and Incentives for Federal and State Projects” will discuss DBEs, MBEs, SBA (Section 8(a)) enterprises, minority set-asides, Enterprise Zones, veteran programs, “Buy American” acts, and fraud and abuse issues. This section will also touch on constitutional issues and practical issues in implementing local preferences in contracting.
