Howard Rosen spoke on the topic of modernizing public construction procurement, on November 20, as part of a panel discussion at the 2d Annual Program – Building in the 21st Century: Better, Cheaper, Faster and Sustainable, at the Albany Law School, sponsored by the AIA New York State, the New York City Bar Association and Albany Law School.
