Frank M. Rapoport authored an article in the AGC of America Newsletter, Volume 2, Issue 2, April 2016, titled “How to Streamline P3s Selection Process with a Preliminary Development Agreement”. The article focuses on Public-Private Partnerships (P3s) increasing role in construction and renovation of infrastructure as it relates to overall cost benefits but that the process can be time consuming and expensive. In response to these concerns, Preliminary Development Agreements (PDAs) are put in place to help streamline the selection process, minimize cost to the owner and the bidders and maintain competition.
