Frank M. Rapoport was quoted in a July 18, 2014 article in the Daily Business Review titled “Plans for Miami Streetcar System Revived”. The story focuses on the Miami Streetcar project being contemplated as a Public-Private Partnership (P3). Mr. Rapoport was quoted as saying “Streetcar’s are sweeping the country; everyone wants to do them.” He also went on to say “The model with a PPP is that the winning company designs, builds and finances the streetcar and is then paid back according to some model that’s linked to streetcar revenue.”
