Frank M. Rapoport was quoted as an expert source in a story that ran in Law360 on January 14, 2016 regarding New York state’s $100 billion in budgeted capital investments for infrastructure upgrades. Since New York has not yet enacted legislation for public-private-partnerships (P3s), Rapoport suggested that Governor Cuomo’s advisers will be looking at how are they going to come up with procurements that are best able to finance the construction, get it done sooner and use a P3 model.
