The story discussed U.S. construction contractors eyeing new offshore ventures now that Latin America governments are spending more on infrastructure and some regional security and political conditions have improved. “When you are dealing with very large infrastructure projects, there is not a large field of local contractors from which to choose,” said Mr. Brodsky. “Owners want to go with someone who they know will have the capacity, the knowledge and the strength to finish the job.”
