Justin ‘JD’ Holzheauser authored an article that was published in The Associated General Contractors of America (AGC) Newsletter, Volume 2, Issue 3, May 2016 titled, “Getting Ready for OSHA”. The article focused on OSHA increasing its civil penalties, something they have not done since 1990. OSHA lacked the authority to increase its civil penalties because it was exempt from a requirement that federal agencies increase their penalties to keep up with inflation/cost-of-living adjustment.
