Allegations on Affirmative Responsibility Determinations” published December 14, 2014. The article focused on the 2014 decision by the GAO with regards to two bid protests (FCi Federal, Inc. and RQ Construction, LLC) where a competitor challenged the Government’s finding that the awardee was responsible based on allegations of fraud or other misconduct. With the Government’s continued focus on fraud, waste, and abuse and the increase in qui tam filings, it’s likely more of these types of protests will be filed in the future.
