Peckar & Abramson Announces Additions to Practice Group Leadership

About the Attorneys
Christopher M. Bletsch has extensive experience litigating cases in federal and state courts, as well as in arbitration and mediation, and has tried multiple cases to verdict. His representative matters include many public infrastructure projects, such as water treatment, railway, bridge, utility, transportation, and other public sector projects, as well as a variety of private projects encompassing all types of commercial developments.
In addition to his work in commercial litigation, Chris also practiced in the New York City Law Department’s Tort Division, defending the City against various types of municipal liability claims, such as premises liability, labor law, negligent supervision, special duty, false arrest, and civil rights claims. He has tried multiple cases to verdict. He received his Bachelor of Science from Georgetown University and his law degree from Cornell Law School.
Denis G. Ducran works side-by-side with contractors and others involved in the construction industry to provide practical counsel regarding risk management, contract preparation, negotiations, litigation, arbitration, and mediation. His earned reputation began with practicing architecture as a registered architect in Houston before starting his legal career. Denis is among a limited group of attorneys in the country who hold dual licenses in both law and architecture. His architectural background combined with his six-year tenure as Vice President and General Counsel of an ENR 400 general contractor offers clients a unique and fundamental understanding of the risks involved in construction.
Denis has been recognized by Best Lawyers for his contributions in Construction Law from 2020 to 2023 and Texas Super Lawyers in 2022. He received his Bachelor of Architecture from The University of Houston, and his law degree from South Texas College of Law.
Matthew S.C. Moore represents general contractors, construction managers, EPCs, sureties, owners, developers, and subcontractors in all phases of construction and on a wide variety of construction-related issues, including Energy and Industrial projects. His wealth of experience spans breach of contract, breach of warranty, mechanic’s liens, contractual and statutory indemnity, payment and performance bonds, collections, fraud, extra work, construction defects, contract termination, differing site conditions, bid protests, bid mistakes, delay and disruption claims, in both the public and private sectors. He also regularly drafts, reviews and negotiates construction contracts and serves as project counsel from the bid phase through project closeout.
Matt is recognized as a leading construction lawyer in Texas by Chambers USA and is a Life Fellow of the Texas Bar Foundation. He is also recognized by Texas Super Lawyers, Best Lawyers, and The Legal 500. Matt is among the first attorneys in Texas to become Board Certified in the area of Construction Law by the Texas Board of Legal Specialization.
David Polazzi advises and represents clients in all aspects of corporate and commercial real estate transactions, including, but not limited to, mergers, acquisitions, real estate purchases, and sales and financing. Such representation typically consists of such tasks as the preparation and negotiation of agreements, completing due diligence, completing public filings, loan agreements, and assisting with corporate governance issues. He is well respected for his ability to advise clients at all stages of corporate development, from day-to-day operations, strategic transactions, management obligations, reporting, and disclosure obligations.
David earned his Juris Doctor and graduated magna cum laude from New England Law, where he was also a member of the New England Law Review. David graduated from Syracuse University and received a Bachelor of Arts with a double major in Political Science and Economics.
David J. Scriven-Young has counseled clients on compliance and/or permitting issues under the Clean Air Act, Clean Water Act, Emergency Planning and Community Right-to-Know Act, Resource Conservation and Recovery Act, and Toxic Substances Control Act. He has also helped clients take advantage of state and federal audit policies. In addition, he has advised clients on mergers and acquisitions concerning environmental liability and permitting issues and conducted due diligence, and prepared representations and warranties for corporate transactions.
David has been the recipient of several awards, including being named by Illinois Super Lawyers as a Super Lawyer from 2014 to 2023 and as a Rising Star from 2011 to 2013. He received his Bachelor of Arts from Marquette University and his law degree, summa cum laude, Order of the Coif, from DePaul University College of Law.
