Peckar & Abramson’s Growth in Texas Brings New Leadership

Peckar & Abramson, P.C. (P&A) is pleased to announce that Kim Altsuler, chair of the firm’s residential and multi-family practice and co-chair of the firm’s diversity & inclusion committee, has been named Co-Managing Partner of the firm’s Houston office. Kim shares the role with Matt Moore.
Matt has also been named Managing Partner of the firm’s Texas offices. The addition of this new leadership to P&A in Texas comes as the firm’s Texas offices continue to grow and serve the ever-expanding construction industry in the state.
Kim joins Tim Matheny, Managing Partner of the Dallas office, and George Baldwin, Managing Partner of the Austin office, in providing the leadership for P&A’s Texas offices to continue to be recognized for their excellence in construction law and client service.

About Kim Altsuler
Over the years, Kim has handled a variety of complex litigation matters, with multi-family residential construction being the primary focus of her practice. She represents national, regional, and local homebuilders in all aspects of their business needs, from preparing contracts, to providing counsel on warranty claims, to representing them in mediation, arbitration or trial. Kim joined P&A in 2020 to expand both the resources and the scope of legal services she can provide to her construction clients.
Kim has been recognized by Texas Super Lawyers and Best Lawyers in the area of construction litigation and is a Fellow of the Texas Bar Foundation.
Kim earned her B.A. from The University of Texas at Austin, where she graduated Phi Beta Kappa with honors, and her J.D. from The University of Texas School of Law.
About Matt Moore
Matt represents general contractors, construction managers, EPCs contractors, sureties, owners, developers, and subcontractors in all phases of construction. His regular practice covers a wide variety of construction-related issues, including breach of contract and warranty, delay, disruption, contract termination, mechanic’s liens, contractual and statutory indemnity, payment and performance bonds, fraud, extra work, construction defects, differing site conditions, bid protests, and bid mistakes, in both the public and private sectors. He also regularly reviews, drafts and negotiates construction contracts and assists as project counsel from the bid phase through project closeout.
Matt is recognized as a leading construction lawyer in Texas by Chambers USA and is a Life Fellow of the Texas Bar Foundation. He is also recognized by Texas Super Lawyers, Best Lawyers, and The Legal 500. Matt is among the first attorneys in Texas to become Board Certified in Construction Law by the Texas Board of Legal Specialization.
Matt earned his B.A. from The University of Texas at Austin and his J.D. from Texas Tech University School of Law.
